You can add three different packages in which you can define different bandwidths and quotas. Assign these while creating the reseller accounts.

You can limit the bandwidth at for the reseller accounts at WHM >> Resellers >> Reseller Center. Under Reseller Modifications select the reseller account from the drop down. Click on Edit Privileges/Nameservers. Check the second option "Limit accounts that can create by Resource Usage. (Access to packages the user creates is automatically granted unless account creation has been limited to pre-assigned packages below. Access is not automatically granted to system/root created packages unless specifically defined below.) " and specify the disk space and bandwidth under Resource Usage Limits.

I hope this info helps..

Actually, "Limit accounts that _ can create by Resource Usage" is only enforced at account creation time. It does not result in the reseller account becoming suspended if their overall reseller account exceeds their allocated resources. This setting, like most reseller limits, only prevents the reseller from creating new accounts once the resources are exceeded.

Resource Limitations will work for your goal, as long as you don't enable Overselling.
