Are you looking to create a customized style (i.e., "branding package") for X3, or are you looking to create an entirely new theme or a heavily-modified version of a theme such as X3?

If you are looking to create a custom style or "branding package" you may use the built-in Live Editor for [x3] theme Branding in WHM via the following menu path: WHM: Main >> cPanel >> Branding >> x3 Live Editor

If you're looking to create a modified version of the entire X3 theme, I would start by creating a cloned copy of the stock-default cPanel X3 theme; themes may be cloned using WHM via the following menu path: WHM: Main >> Themes >> Universal Theme Manager >> cPanel [Manage Themes]

Once you have a cloned copy of X3 saved with a unique name I recommend downloading the newly-generated copy so that you may apply modifications locally, then repackage the theme and upload it via WHM; additionally, you may download any existing theme to manually inspect the contents and learn how they're built, which should make it easier to understand how to customize areas in a given theme. It may take a lot of trial and error, but this can be expected in any new learning situation and I believe especially in web development.

Please note that if the goal is to modify the entire X3 theme, it is important to use the cloned copy for applying and testing modifications; if the stock-default X3 theme is overwritten that can make it difficult to troubleshoot issues in cases where a specific customization may have resulted in an undesired side effect.
