Disallow creation of accounts with packages that are not global or not owned by this user
on reseller on root but resellers can still see my packages and use them how do i fix this?

Packages created by root are global, thus meeting one of the criteria of the option you ticked.

As long as a package is:

Owned by root (global)
Owned by the reseller

a reseller can see the package.

What you are probably thinking is: 'show only packages owned by the reseller' which is completely different.

Thanks guys but say I gave not the main domain but a other domain root access would packages made on that account appear on others to?
