We have a new cPanel/WHM VPS running Centos 7.8 Cpanel V90.0.16 and when attempting to use the Transfer Tool to transfer a domain from one running Centos 6.10 and cPanel V86.0.31 we get the error message shown below.

(XID cuxw2n) The system failed to connect to “oldVPS.ournetwork.net” on port “22” because of an error: Connection refused Failed to establish session and parse security token: 401 Access Denied at /usr/local/cpanel/3rdparty/perl/530/lib/perl5/cpanel_lib/cPanel/PublicAPI.pm line 526.

Can I get some guidance please.

As the previous two posters said, the basic connection between the machines need to work. You could manually test this with an SSH connection from the Destination to the Source, as that might give you some more helpful details.
I will just have to figure out how to do what you suggest and will get back to you. Thanks for the suggestion.

Do you have CSF firewall.
If so, just shut them both down for 30 seconds, see if you can establish a connection.

Do you use Host Access Control ?
Whitelist both servers on each other.

Sorry to take so long in responding. When I disable CSF on both servers, I can use the transfer tool.

Both servers are white listed on each other in the Host Access Control.

Thanks for the update on this. That would indicate that is some type of firewall block on one or both systems, that is keeping the access between the servers from working properly. You'll want to make sure you can connect over port 2087 between the two systems as well, as you already mentioned SSH was working.
