Hi id like to ban a site tried inside apache and cpanel ip ban

i've been away for a bit bit last time i had a bit of a question with word press and great got it sorted thanks again. I have a problem with a site. I have wrote in robots.txt and the site ignores it completely still gets past. So i thought great next i band it using ip blocker within cpanel thats great as well but it has so many different ips and its getting slightly annoying. Is there a way of denying access to a site say 000.com insted of going threw ips or should i talk to my host. The main reason its annoying because its ruining my stats and bounce rate.

ok figured out what i was doing wrong i put the wrong information in robots.txt it was supposed to be in .htaccess its sorted now and works a treat. I only noticed i had done it wrong when google webmaster tools showed it as an error in robots.txt
