Is it possible to configure WHM so that the root packages are not available to resellers. And also any of the reseller packages don't appear in the dropdown when creating a new account?
Hiding global packages (what you call root packages) is a current feature of WHM. When assigning privileges to a reseller, uncheck "Allow the reseller to use all global packages (global packages are any packages without a "_" in them)"
At this time, there is no way to hide these packages from user root. Many will create a separate reseller account for their own accounts if this bothers them immensely.
