High load on server

Urgent

There'e two CPU(Xeon2.8) on server.Recently,the server load usually over 2.0.I found it due to perl.I just want to know which site run the CGI scripts and how to avoid it.
Anther problem is spam.I can only check out the top 50 sender by accounts via WHM.
But i do not found who was spam.There's few mail in mail queue and all of them were from outside.How can i do it?
