    I've never had a complete understanding of what this directory is used for.

    Is this just where cpanel moved the restore files of any account that you restore?

    I'm guessing I can remove the data within this directory without any problems?

    Hello Sander-Rob

    This directory is temporal for the files of restore. If it occupies disc space. you can remove the files ".tar.gz" of directory.
