As far as I'm aware, the SyncML portion of Horde runs off the rpc.php interface. Access to this file is available only after a user has authenticated into their webmail at https://server:2096/horde/rpc.php. But for this functionaity to work with the various SyncML apps out there, i.e Funambol, it seems that the rpc.php file needs to be accessible without having authenticated into cPanel's webmail system.

How can we go about providing access to this file without having to install a completely separate Horde installation?

I have the same question/issue. If any cpanel experts could help that would be great!
    Thanks.

I was looking at the same issue, I did get SyncML to work with a small number of clients, but not most. The Horde Wiki may be of some help!

Waiting for ActiveSync (Horde 4), that will hopefully make things easier :)
