Host Access Control not working for POP3 and SMTP

I successfully limited all other services (sshd, ftp, cpanel, etc.) access using
Main => Security Center => Host Access Control.

But, for some reason it doesn't work for POP3 and SMTP, and I still receive e-mails that warn me of hack attempts.
What could be the problem?

Hello :)

Only services linked to TCP Wrappers are covered using the host access control option (/etc/hosts.allow). I suggest using a firewall management tool such as CSF to limit access to the specific ports that you want to restrict.
