with WebHost Manager/Cpanel can I setup hosting packages where someone, say spike, has hosting on my domain (ie mydomain.com) so spike's website would be http://spike.mydomain.com? If so how can I do this so that spike has his own secure ftp access outside of my domain, mydomain.com?

Just create the account in WHM as you would a full domain...

So if you want to create spike.mydomain.com

in the url address of create a new account just type in spike.mydomain.com

give it a package and/or create some specs for the package and they can login with there own username and password via ftp, webmail, cpanel, pop. everything..

Search is your friend this has been discussed many many of times.
