I can't get the hotlink protection feature to work. I hve gone into the appropriate area and enabled it but I can still go to one of my other domains and create a page that pulls one of the images from the restricted domain. Am I not using the function correctly or is there another issue?

I reported this many times only for it to be ignored. I even posted about it here. There is also problems with subdomains and redirects as well as hotlink protection.
