How can I disable Login to Cpanel for one account

    How can I disable Login to Cpanel for one account on my server ?

    You mean as in not allowing that user to access the server? That would be to suspend an account. You would do that via WHM.

    Or do you mean allowing the user to have access via FTP, but not to the cPanel interface?

    I want to disable cpanel access and disable dumping of databases but site stay working

    That might not work, if the request password option is active :)

    If there's specific functionality you wish to disable, you can do that. Just create a Feature List (WHM -> Packages -> Feature Manager), assign that Feature List to a Package and assign that user to that package. Note Feature Lists cannot be directly assigned to users at this time.

    However, I will note that even without cPanel access (or simply disabling all database functionality in the interface) a user could still FTP upload phpMyAdmin and perform a database dump that way. They would get the user/pass for the database from the configuration file for whatever script you are using.

    If it were me, I'd suspend the account and then remove the .htaccess created.

    This leaves the site working but no Cpanel or FTP access.

    Could do the same from a password reset but that leaves the option
    that the user could possibly reset their password

    If you want to leave FTP but not Cpanel, that is more complicated
    and I am not sure what would be a viable solution for that.

    Note on the comments about a database dump -- If a user can upload
    by FTP then they have all they need to gain access to databases by
    uploading phpMyAdmin or similar so I am not sure if you really want
    to allow FTP access or not there.
