Are you asking how to prevent backups of clients that handle their own backups?

If so, you can select which accounts to backup in whm > backup > configure backup > at the bottom "select specific users". Uncheck the clients you do not want to backup.

Um, you're saying you want to deny access to their data?
If memory serves me correctly, that's illegal. You can't withhold data from a current customer of yours in order to prevent them from leaving you. They have every right to.

He's not denying them of data or holding it, he just wants to disable the CLIENT backup feature to make it harder for them to transfer there files with ease. To do this you'll have to go to, WHM > Packages > Feature Manager > Edit, then uncheck the box called 'Backup Manager'.
