To log in to your web based control panel, (cpanel), go to either:
    https://yourdomain.com:2083 - secure connection
    or
    http://yourdomain.com:2082 - insecure connection

You will get a popup window asking for your username and password. If you do not know your username and password, you will need to contact your hosting provider for that info.

If you just registered your domain name and it is not working yet, you can probably go to your cpanel by IP address, if your hosting provider has it set up that way. In this case you would go to your cpanel by going to either:
    https://xxx.xxx.xx.xx:2083 - secure connection
    or
    http://xxx.xxx.xx.xx:2082 - insecure connection
replacing the xxx.xxx.xx.xx with the IP address used for your site.

If your welcome email didn't include an IP address, it may not be set up to allow you access that way.

The two aspects to a cPanel/WHM are, unsurprisingly; WHM and cPanel.

WHM is the administeration side of the contol panel. It allows you to administer the server by allowing you to do things like creating user accounts, monitoring server activity, upgrading/updating/installing software packages, etc, etc.. It's where you log into as the server as the sysadmin to keep it working.

cPanel, is the client facing side of the control panel. You give you clients access to this side of things as it allows them to manage their email, website, stats etc. They can only access, maintain and make changes to their account from their cPanel interface.

You can get more information from the cPanel website here:

Note: save time logging into cPanel by just entering your password. For whatever reason that I don't comprehend, cPanel does not require a username, just a password. Horrible for security (have you cracked your users passwords lately?), so make sure you are using a complex password.
