I know one can control the files that will be displayed with /root/cpanel3-skel

However a bunch of unnecessary folder's show up in newly created cpanel accounts such as

_private/
_vti_bin/
_vti_cnf/
_vti_log/
_vti_pvt/
_vti_txt/
_vti_inf.html
postinfo.html
images/

Anybody know how I can configure it so these are not created in the public_html of newly created accounts?

The folders that you mentioned above are related to Frontpage. If you do not want those files in a directory, just disable Frontpage extensions. Since even MS is deprecating Frontpage, I have disabled FP server-wide and have been telling customers to download and use MS new web creation software (currently in BETA and free).

WHM --> Frontpage --> Uninstall Frontpage Extensions to uninstall FP on individual domains.
