how does cpanel/whm manage logs?

    it backs them up in /home/user/logs/ every month with domain-Month.gz

    I looked in cron.daily/logrotate [which just pointed to logrotate.conf], and logrotate.conf seemed to contain nothing that would perform this kind of behavior

    what's doing the actual rotating?

    The actual rotation here is being done by /usr/local/cpanel/cpanellogd.

    Bandwidth Logs Location : /var/cpanel/bandwidth
    Tailwatchd [New] Logs Location : /usr/local/cpanel/logs/tailwatchd_log
