Are there any crons / processes in place that periodically tell Apache to restart gracefully? If so, how frequent? If not, is it a good idea to do so and at what frequency?

There have been some changes in how that all works (log rotation and Apache restarts) in recent months. You might like to look over the forums for topics related to Apache Restarts. Here are a few example threads that might be useful to you.
