How is cgiemail getting installed in cgi-bin

    We have all formmail, cgi clones and everything else that exploitable disabled via the feature Manager. We also have these files chmod 000 in cgi-sys and in mod_security so they cannot be used.

    When a new site is created, cgiemail is not in the cgi-bin directory but give it a few days and all of a sudden cgiemail is sitting out there. How does it get installed and why do we not see it after site creation? Im going though all my sites on every box and removing cgiemail. But im baffled as to how its getting installed. Even on my own personal website, i created a new site the other day and cgiemail was not in cgi-bin. Today i check and there it is! :confused:

    That has been the culrpit more often than not on most occassions things broke on my box.
