How to add a banner / login notification to cPanel?

Is it possible for server administrators to add a notification, welcome text or announcement to the cPanel interface? If so, how is this best done to persist through cPanel updates?

Similar to the way " Welcome to your new hosting account. cPanel is here to help " appears?

That led me to the right direction but doesn't appear to be achievable on Glass or Jupiter it seems.

I'm really just looking to be able to display a message to users when they login to cPanel, the current News (displayed under the notifications in the top right of Paper Lantern) is often missed unfortunately.
