There is FTP connection issue between your server and backup server. Is the FTP service running on backup server? Also open the port 21 in firewall.

Try manually connecting to the remote FTP server from the cPanel machine using the "ftp" command to make sure it works properly after making any modifications or disabling firewall rules.
