I have disabled all webmail programs (horde, squirrel.. and neomail).. now, How can I close the webmail ports and services for the entire server? ports are 2095 and 2096 and webmail daemons are ???

    -- Edit--

    root@server [~]# fuser -v 2095/tcp

    USER PID ACCESS COMMAND
    2095/tcp root 4513 f.... cpsrvd

This is the cPanel daemon.. so.. I think this ports can not be closed, ha ?

I already turned off all mail programs in Tweak Settings and closed ports on the firewall.. restared and ports still open.. I know that externally ports are closed because of the firewall rules, but is there a way to close those ports locally ?
