How to create a full access additional FTP account

I need to create another FTP account for a programmer guy, but I don't want to give them my main password. but they need to be able to get to cgi-bin, and the main files. After they are done i'll delete that account. So how do I add some sort of auxillery admin FTP account? All the FTP accounts I add are restricted to their own directory only, and not the main directory or the cgi-bin directory.

Use a '/' instead of the directory name... that'll limit them to the public_html dir... and it says this in the directions on the page where you create an ftp account. You should try to read the basic instructions first before going to post on the forums.
