Hey there, @Muneef! cPanel Reseller packages are called ACLs, which is what the resellers themselves have access to on the system. Depending on what you allow the reseller to create, they would be able to log in to their limited version of WHM and create packages normally.

After you are logged into WHM you can go to "Edit Reseller Nameservers and Privileges" to adjust what features are available to a certain reseller. Can you try that and let me know if that gets things working?

I'm not completely sure sure you mean by "auto-create" - can you get me more details on what you are trying to have happen automatically?
I need to create a Reseller packge. But I created a package. Now I need to sell those package to our customers. How we can sell this.
