how to deny ftp access to cgi-bin

Hi,
I'd like to provide to one of my customers a script wich can be accessed through the web.
This applet must reside in his cgi-bin but I'd like to prevent him to access the directory via ftp and download it.
Is it possible to prevent him to access the cgi-bin even if he has full access to cpanel and can manage his ftp accounts???
