I'm not sure what you mean - this function only suspends the *email* portion of the account, not the entire cPanel account, so it seems ideal for what you are looking for.
There isn't a tool that will stop just one email address. If you'd like to see that, please open a feature request using the link in my signature and I can get that added to next week's meeting.
