How to disable PureFTPD dot files & prevent user deleting system files?

Hello,

I am having this problem now. I have configured the Pure-FTPD.conf i restarted the server but no changes made at all. I am trying to hide dot files and disable the option that users can remove a system folder. This is a big risk and i dont want this to happen. How can i set default /public_html/ for user to be able to see root only?
