I have a user that says he doesn't have the FILE, RELOAD and LOCK TABLES permissions for his MySQL database users. He says he needs it.

    1. Is it safe to grant the user these permissions?
    2. If it's safe then how do I grant them in phpMyAdmin or SSH?

I'm not that familiar with MySQL so I don't want to do anything until someone helps me out.

You can give this user FILE and LOCK TABLES permission.

Cpanel is not doing this, so you have to do it manually.

Log into phpmyadmin as root and give that user permissions.

P.S. RELOAD allows usage of flush, so I dont know why your user wants that feature.

    Good luck
