how to i grant a user ftp access?

i added a user via the command line but i am unable to ftp to that user, how do i get it so i can ftp?

Added the user how exactly?
Did you run /scripts/ftpupdate &


?

adduser username

i did this from the command line

adduser username

Use /scripts/adduser , instead of the RH built-in adduser binary.
It will work better for a cpanel system.
