In cPanel/WHM there are 3 main levels of users: Root-level Reseller, Reseller and Hosting Account Owner.

To create a root-level reseller, simply create a reseller then edit their privileges and check the box for root level access.

If you do not want a reseller to have certain permissions, do not grant those permissions. You can edit a reseller's permissions in WHM -> Resellers -> Reseller Center and selecting the reseller from the drop-down box at the bottom of that screen then clicking the button to edit their privileges and nameservers.

Note: This is the same screen you see when you add a reseller via Reseller Center. Granting reseller privileges via creating an account will only grant minimal permissions to WHM.

I don't see any privilege in root whm from where I can create a reseller's whm which can also create whm accounts.

Only resellers with "root" permissions can create reseller accounts. This is done by means of creating a cPanel account and then granting reseller permissions to that cPanel account.
