I am using RHEL5. I copy "world.cgi" (the Perl hello world script) to /tmp and managed to execute it via shell.

How do I make /tmp noexec?

    Go on, have a guess
Bear in mind that enabling suexec will only stop running:

    /tmp/world.cgi

    it won't prevent:

    perl /tmp/world.cgi

    It has its limitations.
