    cPanel Access Level:
    Root Administrator
Assuming you have access to WHM then under cPanel > Addon Modules:

    Name: cronconfig
    Author: cPanel Inc.
    Installed Version: 0.4
    Version: 0.4
Description: Allows user to edit cPanel cron settings/program run times
    Price: free
    Install and Keep Updated

Then "Configure cPanel Cron Times" will show in WHM under Add-ons in the bottom left frame.
