Do you want to reject mail from a given domain or to a given domain?

I don't think that can be done through the cPanel interface.

Do you have root WHM access? If so you could pop in an Exim ACL that would do the trick.

    Go on, have a guess
As webignition said. You could do it for in cPanel (to an extent) using filters in cPanel, but you're still affectively accepting the email, so it is better to do in an exim ACL if you can.
