How to remove Locale download option for resellers

Hi.
I was looking how to disable the LOCALE XML DOWNLOAD for resellers, but I did not find the option.

I thought a Locale XML download option is included in locale-edit reseller ACL (Allow modification of existing locales), but it is not. I think if a reseller is not allowed to edit locales there is no reason to allow him to download locales? The resellers are able to steal our custom-made locales which is not good.

Or maybe this option is somewhere else? Please help, I really need to disable this option for resellers.
Any idea?
