How to remove public_ftp dir?

I was wondering how I can permanently remove the public_ftp directory? I don't allow anonymous FTP on the server and I think the dir is confusing for my clients.

I have removed it manually on a few accounts, but then everytime I go back in, it's there again.

Hmmm.....
