Is there a way to access this dir to replace images and the index.html via FTP?

If not what are the commands via SSH?

You need to use SFTP (FTP over SSH). Have a search for SFTP on the forum for ideas on available clients.

It doesn't just appear. You created a reseller account, and with that reseller account comes that cpanel3-skel directory.

Add your own index.html to that directory and then create a NEW user account, owned by that new reseller account and the system will copy that index.html in cpanel3-skel to the new accounts root directory.
