Take a look in the dir, /usr/local/etc/rc.d/

It contains the startup scripts for cPanel.

    so,
    /usr/local/etc/rc.d/080cpanel4.sh stop

    and

    /usr/local/etc/rc.d/080cpanel4.sh start

    Are you sure?
    /usr/local/etc/rc.d/080cpanel4.sh stop

    netstat -an | grep LISTEN

I see all cpanel ports in status LISTEN :)
