How to send HTML emails by Webmail?

Problem:
all webmail send emails as text only with header
Content-Type: text/plain
but to send email as HTML it has to be
Content-Type: text/html

In autoresponse settings there I can change it, but in webmails?

Where/How to set it?

AFAIK, Horde Webmail lets the user choose HTML.
