How to tune Apache and MySQL?

    I am setting up a new server and looking online for solutions for tuning Apache and MySQL

    I want to get suitable values for StartServers, MaxSpareServers, etc... and also best values for MySQL my.cnf file.

    Is there any reliable tuning scripts what help do the work?

    Id there is no scripts can anyone point me in the direction of reliable info? There is lots of old, possibly outdated contradicting info online so not sure what to follow.

    It's an E3-1241 V3 @ 3.5Ghz and 16GB Ram running CloudLinux cPanel/WHM
