.htaccess files don't work (FreeBSD & cPanel)

    All .htaccess files on my server are 100% completely ignored by Apache.

    WHM 6.2.0
    Cpanel 6.4.1-E28
    FreeBSD 4.8-STABLE

    These are the modules that I have installed:

    Apache Core 1.3.27 1.3.27 OK
    mod_log_bytes 1.2
    mod_bwlimited 1.0
    PHP 4.3.1 4.3.1 OK
    mod_ssl 2.8.12 2.8.12 OK
    OpenSSL 0.9.6g

    I do believe that I need mod_auth and mod_rewrite installed in order for apache to use .htaccess files, however cPanel did not use the ports installation of Apache so I can not install Apache modules via the FreeBSD ports so how do I install Apache modules in cPanel?
