I seem to remember that I turned off the users ability to access the .htaccess

For the life of me I can't remember how to allow them to see it and access it again.

    Please help.

Is this such a dumb question that no one is willing answer or is everyone here unknowledgeable on this topic?

Are you using Pure-FTP or ProFTP? If you are using Pure-FTP you need to make sure that:
    Code:
    DisplayDotFiles yes
in /etc/pure-ftpd.conf and then restart pure-ftp.
