Most of the time the ssl works fine but just occasionally I am working inside cpanel (root) and I glance at the address bar and notice that the although still https, the padlock is replaced with the world symbol, if I click it, it says connection partially encrypted. I have to log out and in again for the padlock to reappear. What causes this and should I worry about it?

You may be able to click that for more details. In the details you should see whats not being encrypted listed. Images you're pulling in from somewhere else for a custom cPanel style for example, might do this.

Nothing to worry about it, it will not appear as you find to the users of your website. It happens because you are accessing cPanel from where you can modify the details but user doesn't have such accesses so the secure https connection is maintained. Every time we access cPanel, it will partially encrypted so its not an security issue.
