I can access the WHM but can't access Cpanel for users

i can access the WHM very well but when i try to login to the cpanel on my server http://206.51.225.195/cpanel i can't login as user ..
and at the WHM i can login using my root account but when i trying to create new user account tells me creation complete but when i list users no users in the list ..
please help ..
