It can be blank, won't hurt a thing. Since I'm not sure I understand the question, here's an .htaccess from an account using frontpage.

    Code:
    # -FrontPage-

    IndexIgnore .htaccess */.??* *~ *# */HEADER* */README* */_vti*

    Restoring .htaccess

    Hello Virak,

You can restore your full original default .htaccess file by uninstalling, then re-installing your Front Page Extensions. That will give you your full default .htaccess file including your permissions in your root directory. It will not include any prior changes you have made to the file however.

If you have deleted your old .htaccess file, you may be able to retrieve it from the trash bin. In this way, you may be able to keep all of the modifications you have made to the file since it was originally created. Enjoy!!!
