I can't change the ip address of any sites...

I go into DNS Zones and try to edit a sites' dns entry for a new ip address, change the seriail and save, and it won't update, I always increment the serial number and "service named restart" every time. I changed all the TTL times to 3600 a week ago , and no matter what I do it doesn't update the ip address UNLESS I go to whm and ENABLE nameserver EVERY time I change an ip address...

Why is this?
