Recently format my hard disk, last night install Fedora 3 and Cpanel but i
haven't access to
https://my_ip:2087/
and
http://my_ip:2086

what do you get when you try to login to the WHM with the above URL?

no send prompt to login and begin the configuration

Have you checked both local and remote firewalls to ensure that the traffic is allowed on the required ports?
