A customer of mine recently got a new router from his ISP, in the settings he changed firewall to high. This prevented him from getting in like you. Worth a shot to check anyway.
(9 emails and 4 hours later he remembered he turned firewall to high)

Can you access other sites that are .htaccess protected or just your cPanel?

Instead of http://domainname.com:2083
Try httpS://yourIPaddressHere:2083

Note the s in the URL

You could also check your firewall setting on your home computer and setup parameters to not block anything from this address.

Might just be a config issue on your computer. Check it all out, or to test, disable any protections you have like a firewall for a moment and go to the page. You could also try another browser just to see if yours has a problem.
Opera or Firefox would do the trick I think.

Sorry can't help more than that.
