    If I have site.com and I'm a reseller,

    I make plan1.

Do I have to host a domain for plan1 or could I host it as a subdomain of site.com like sub.site.com and have sub.site.com be restricted by plan1

If I am seeing correct all you are wanting to do is using your "site.com" example.

    1. Log into your WHM
    2. Go to Create New Account
    3. In the domain field place: subname.site.com

As for permissions to this account I am not understanding. You would set the space, emails, etc that you want but as far as access to to this? Please be a little more thorough in regards to "Creating a subdomain on Plan1 but not having access to Plan1".

I simply mean that in WHM is it possible to have a subdomain on a hosting plan. aka have sub.site.com using plan1 so I could keep bandwidth and space rescrictions on it.

Yes, you can create a subdomain account in WHM and it will be the same as if it was a domain account with it's own cpanel and whatever features are in your plan1.
