Did you upload the index.html page to the right location? When you see the index of / page, does it show the index.html file on that page?

Please note that the right location to upload your web content would be /home/username/public_html location where username is the cPanel username. When you are using File Manager or an FTP client, you will log into the /home/username location directly, and you will see a folder called public_html there. You'd need to navigate to that folder, then upload the index.html file into it.
