I keep getting the "You must reboot the server to apply software updates" with Kernalcare installed

What's the output when you run the following:

/bin/needs-restarting

The output is only this:

473 : /usr/bin/dbus-daemon --system --address=systemd: --nofork --nopidfile --systemd-activation
9382 : /usr/sbin/httpd -k start

Neither of those indicate that the kernel is requiring a reboot. This is the only instance in which kernelcare resolves a need for a restart. In your case, dbus and httpd need to be restarted. As far as I know there is no way to restart dbus manually which is why a reboot is required.
